Fire Chief Steve Binns

Chief Binns, a lifelong resident of West Sacramento, began his career as a Reserve Firefighter for the City of West Sacramento Fire Department in 1990. Simultaneously, he worked as a truck driver for Tony's Fine Foods and attended Fire Science classes through American River College. Chief Binns graduated Paramedic school from Northern California Training Institute in 1997 and was hired by the City of Davis Fire Department in 1998 as a Firefighter. After working three years for the City of Davis Fire Department, Chief Binns was hired by the City of West Sacramento Fire Department as a Firefighter in 2001. He spent two years as a Firefighter before being promoted to the rank of Engineer in 2003. In December of 2005, Chief Binns was promoted to the rank of Captain. He was nominated as "Firefighter of the Year" in 2011 and promoted to the rank of Battalion Chief in 2012. Chief Binns was promoted to the rank of Deputy Chief in January 2017, and ultimately, promoted to Fire Chief in November 2019.

Mark Cullison, Deputy Chief 

Chief Cullison began his career with the West Sacramento Fire Department in 2002. Prior to joining the WSFD and while pursuing a bachelor’s degree at UC Davis in biological sciences, Chief Cullison worked as a student resident firefighter for the UC Davis Fire Department.  Upon graduating from college, Chief Cullison was hired as a firefighter with the WSFD and attended the Sacramento Regional Fire Academy.  He was promoted to Engineer in 2006, to Captain in 2009, and to Battalion Chief in 2017. Chief Cullison is a state certified Fire Officer and Chief Officer, and has assisted in securing supplemental grant funding for the department on several occasions.  As Deputy Chief, he oversees day-to-day fire department operations, budget, personnel, and facilities. 

Scott Pfeifer, Battalion Chief

Chief Pfeifer began his career as a seasonal firefighter with CAL Fire in 2000. Chief Pfeifer was hired with the West Sacramento Fire Department in 2001. He attended the Sacramento Regional Fire academy and graduated in June 2001. Chief Pfeifer promoted to Engineer in 2003 and was awarded as “Firefighter of the Year” that same year. In 2007 he promoted to the rank of Captain, a position he held until 2014 when he was promoted to the rank of Battalion Chief. He previously worked in the office as an Administrative Battalion Chief. Chief Pfeifer earned a bachelor’s degree in Physical Education from the University of Nevada, Reno and an associate’s degree in Fire Technology from Solano College. He is also a state certified Chief Officer.

Mark Hull, Battalion Chief 

Chief Hull began his career as a seasonal firefighter with CAL Fire in 2005. 2 years later, Chief Hull was hired with the West Sacramento Fire Department and graduated the Sacramento Regional Fire academy in June 2007. Chief Hull was promoted to the rank of Captain in December of 2013, a position he held until September of 2020, when he was promoted to the rank of Battalion Chief. Currently he is filling the position of Administrative Battalion Chief. Throughout his career he has been involved with training personnel from the WSFD as well as partnering agencies in Yolo County. Chief Hull is a state certified Fire Officer and in 2015 he was selected to be an instructor at the Sacramento Regional Fire academy. Prior to his career in the fire service, Chief Hull attended the University of California at Santa Barbara where he was fortunate to play 4 years on the NCAA Men’s Basketball team, graduating with a Bachelor’s Degree in Law & Society along with a minor in Sports Management.

Michael Francesconi, Battalion Chief

Chief Francesconi began his career with West Sacramento Fire Department in 2001. Prior to joining the WSFD and while pursuing a bachelor’s degree of Science at Sacramento State, Chief Francesconi was a Volunteer Firefighter with Sacramento Fire Department in 1996. He attended the Sacramento Regional Fire academy and graduated in December 2001. Chief Francesconi promoted to Engineer April 2007 and then promoted to Captain in September 2007. He worked as a Captain for 13 years before being promoted to Battalion Chief rank in July 2021. Chief Francesconi is currently the Battalion Chief assigned to the “C” shift platoon.

Daniel Stefani, Battalion Chief

Chief Stefani began his career as a part-time firefighter with the Meeks Bay Fire Department in 2001. He was then hired by the West Sacramento Fire Department in 2002 where he attended the Sacramento Regional Fire Academy, graduating in 2003. In 2006, Chief Stefani was promoted to Engineer and then Captain in 2012, a position he held until 2022 when he was promoted to the rank of Battalion Chief. He is a certified Fire Officer and is working towards a Bachelor of Science degree in Fire Administration from Columbia Southern University. Chief Stefani is currently assigned as the Battalion Chief of the “B” shift.

Bryan Jonson, Fire Marshal

Fire Marshal Jonson is the City’s Fire Marshal and responsible for the Fire Department’s Community Risk Reduction Division (CRRD).  His interest in the fire service was sparked at a young age as his father was a Fire Captain and uncle a Fire Chief.  His career in the fire service began in 1997 as he served as a volunteer firefighter in his hometown of Courtland, CA.  After leaving the petroleum industry as a safety and environmental compliance manager in 2008, he began his employment with the City as a Fire Inspector.  In 2012 he was offered an acting assignment as Fire Marshal, which transitioned to a full appointment in 2014; and that same year was recognized as the City’s employee of the year.  Fire Marshal Jonson is a State appointed committee member to the Office of the State Fire Marshal, Vice-Chair to California’s Region IV Local Emergency Planning Commission, as well as serves other industry committees and associations.  Bryan holds many professional certificates and is certified to teach many industry related subjects, as well as continues his formal education in emergency services.

Dan Anderson, Senior Fire Inspector

Dan began his career with the City of West Sacramento working in the Parks and Recreation Department, took a promotional opportunity to join the Fire Department and soon thereafter promoted to Fire Inspector. He enjoys having the opportunity to assist the community with fire prevention and community risk reduction services and education.

Adeline Wright, Senior Fire Inspector

Adeline Wright joined the West Sacramento Fire Department as a fire inspector in March 2020. Prior to working with the City of West Sacramento, Adeline worked as a reserve fire inspector for the City of Torrance for two years. During that same time, she worked in the semiconductor industry for six years where she was a process technician and a member of the emergency response team. Her educational experience includes an associate degree in Fire Technology Prevention officer from Santa Ana College, and she is continuing her education with a Bachelor’s in Science in Fire, Arson, Explosion Investigation through Eastern Kentucky University.

Lynda Vargas, Senior Analyst

Lynda was hired as a Financial Specialist for the West Sacramento Fire Department in July 2013, was promoted to Administrative Analyst in July 2016 and to Senior Analyst in January 2020. She was originally hired by the City of West Sacramento in November 1996 and worked in the Public Works department and the City Manager's office. In 2000, she left the City to work at the Sacramento Area Council of Governments (SACOG). Four years later, she returned to the City of West Sacramento, working in Redevelopment and the City Manager’s Office once again before transferring to the Fire Department. Lynda is a graduate of California State University, Chico, where she earned a Bachelor of Arts in Liberal Studies.

Sharee' Wooten, Financial Specialist

In August 2022 Sharee' Wooten joined the West Sacramento Fire Department as a Finance Specialist. She comes to the City of West Sacramento with four years of experience with the City of Sacramento’s Business, Permits and Taxes Revenue Division. Sharee' is a long-time Sacramento native, living in North Sacramento all of her life. Her educational experience includes a Bachelor’s degree in Communication Studies from California State University, Sacramento and a recently completed Master’s degree in Business Administration from the University of Phoenix.

Nicole Winger, Administrative Analyst

Nicole Winger joined the West Sacramento Fire Department as a Secretary in February 2020.  Nicole grew up in Dixon, California and has been an active resident of our West Sacramento community since 2000.  While Nicole focused on raising her family, she took great pride in serving as a Board of Directors Member for the James Marshall Parent Participation Nursery School and the Parent Teacher Organization at Stonegate Elementary School.  Nicole is not new to the City of West Sacramento.  From 2017-2019, she was a part-time staff member at the West Sacramento Recreation Center.  Nicole comes to us with a diverse background and experiences ranging from dental insurance and childcare industries to her most recent position at the Yolo County Health and Human Services Agency, Public Outreach Programs.
